Unless you’re a qualifying entity – I think you have to be a 501(c) non-profit organization, then you can’t have a raffle – that may be considered an illegal lottery.

Charity house raffles are tough undertake and state regulations make holding a private raffle for a house or land illegal unless the homeowner works with an eligible non-profit organization. Plus, the homeowner cannot get more than the appraised value of the house. For more information, see California Penal Code Section 320.5. I sold my house in a raffle and most states allow nonprofits to hold raffles. The biggest challenge for the homeowner is to partner with the right charity. One thing to know about California raffle laws is that you cannot sell raffle tickets on-line due to a California statutory regulation. Most house raffles in California advertise their raffles on-line but require ticket buyers to purchase by phone, mail, or fax.
